Peggyzone downloading question for the sims 3 new hair style?

So, For that website I tried downloading the new sims 3 hair style. I tired putting the rescourse.cfg file into my sims 3 root folder and it says I have to insert a blank disc! I dont get this

ok what i would do is go buy a blank disk and try adding that stuff into it
